Short Statement:
The number of hours has increased from 6,342 to 7,264 for a total increase of 922 hours. This program sees a high number of repeat applicants and awardees. The program has undergone recent changes to ensure applicants are applying in accordance with the guidelines of 7 CFR 4284.10 regarding duplication of services. Program applicants are providing more detail in their applications to address this requirement.

On behalf of this Federal agency, I certify that the collection of information encompassed by this request complies with 5 CFR 1320.9 and the related provisions of 5 CFR 1320.8(b)(3).
The following is a summary of the topics, regarding the proposed collection of information, that the certification covers:
