Abstract:
Information allows HUD to contract with organizations that provide tenant and homeowner counseling. Counseling aids tenants and homeowners in improving their housing conditions and in meeting the responsibilities of tenancy and homeownership. HUD-approved agencies can compete for program funds.
Emergency Justfication:
See uploaded signed Justification Letter. This Emergency request is necessary because of the requirement that HUD obligate housing counseling grants within 180 days of Congress’s enactment of appropriations acts. OHC has until August 14, 2019 (180 days calculated from February 15, 2019) to obligate funds. The use of normal clearance procedures is reasonably likely to prevent or disrupt the collection of information or is reasonably likely to cause this statutory deadline to be missed.
