In accordance with 5 CFR 1320, OMB is filing comment and withholding approval at this time. The agency shall examine public comment in response to the proposed rulemaking and will include in the supporting statement of the next ICR--to be submitted to OMB at the final rule stage--a description of how the agency has responded to any public comments on the ICR, including comments on maximizing the practical utility of the collection and minimizing the burden. Note that FERC included a one-time burden estimate (42,137 hours) associated previously with the addition of Reliability Standard TPL-007-1 in this collection that was annualized over the three year approval period. FERC will need to remove this burden from this collection and their inventory after year 3, which will end in 11/2019. Similarly there are a number of one time responses that will need to be adjusted. Additionally, the previous terms of clearance will need to be addressed by FERC when Reliability Standards TPL-001-0 through TPL-001-004 are revised (FERC 725-A) since these requirements are not changing in the current update to the collection (FERC-725N): "When FERC considers approval of the next versions of Reliability Standards TPL-001 through TPL-004, and TPL-007, they should consider small entity impacts and potential options for reducing their recordkeeping and reporting burden."

Abstract:
The Commission proposes to approve Reliability Standard TPL-001-5 (Transmission System Planning Performance Requirements). The North American Electric Reliability Corporation (NERC), the Commission-certified Electric Reliability Organization, submitted the proposed Reliability Standard for Commission approval to address: (1) reliability issues concerning the study of single points of failure of protection systems; and (2) Commission directives regarding planned maintenance outages and stability analysis for spare equipment strategy. In addition, the Commission proposes to direct NERC to modify the Reliability Standards to require corrective action plans for protection system single points of failure in combination with a three-phase fault if planning studies indicate potential cascading.

The Commission proposes Reliability Standard TPL-001-5 and believes this notice of proposed rulemaking will not significantly change existing burdens on an ongoing basis. The Commission estimates a one-time burden increase for Year 1 only because Year 1 represents a one-time task not repeated in subsequent years. The one-time responses and burden for FERC-725N information collection can be averaged over three years: • 618 responses ÷ 3 = 206 responses/year • 7,416 hours ÷ 3 = 2,472 hours/year
