Terms of Clearance: Approval is granted for one year due to lack of response to OMB comments from the agency during review (6 months). The agency is reminded to provide prompt response during review. Upon resubmission of this renewal, the agency must upgrade the supporting statement to align with the general 18 question supporting statement template that the federal government uses for supporting documentation for OMB reviews. The agency must provide OMB with quarterly reports on the transition to the 18 question supporting statement, including updates on updating internal guidance and training.

Short Statement: There is a decrease in the total estimated hour burden compared with the ICR currently approved by OMB. This decrease results from EPAs adjustments to the number of respondents based on analysis of the programs historical data and trends on respondent activity and submissions. The O&M and capital costs in this ICR have been eliminated based on industry consultations and a recognition that all collections have become electronic, eliminating the need for postage, binders and other O&M or capital.
