Abstract:
This information collection supports implementation of subparagraph (a)(1)(A) of Section 889 of the John S. McCain National Defense Authorization Act for Fiscal Year 2019 (Pub. L. 115-232). This section prohibits the head of an executive agency from procuring, obtaining, extending or renewing a contract to procure or obtain any equipment, system, or service that uses covered telecommunication equipment or services as a substantial or essential component of any system, or as a critical technology as part of any system, unless an exception applies or a waiver has been granted.
Emergency Justfication:
Due to FAR Case 2018-017; Prohibition on Certain Telecommunications and Video Surveillance Services or Equipment, Interim rule, a new information collection number is being requested. This rule is being implemented as a national security measure to protect Government information, information and telecommunication systems. The prohibition takes effect on August 13, 2019, and agencies are already planning for the purchase of equipment and services with anticipation that contracts will be awarded beyond this date. Therefore, it is necessary to ensure that this purchasing is done responsibly and consistent with national security.
