Abstract:
This is a revision to include Catcher Processor (C/P) endorsed permit owners in collections of ownership interest information during the permit renewal and application process. Currently owners of Catcher Vessel and Mother Ship limited entry privilege permits in the Trawl Catch Share Program are required to submit Trawl Identification of Ownership Interest forms when renewing or applying for a permit. C/P endorsed vessel permit owners are organized under the at-sea C/P sector cooperative; each year the coop manager submits a cooperative permit application form identifying C/P endorsed permits owners. The proposed change would include all C/P endorsed vessel permit owners within the C/P coop sector to submit Trawl Identification of Ownership Interest forms with information at a similar level to other vessel permit owners participating in the Catch Share Program.

Short Statement:
There are currently three fishing companies (respondents) that own the ten existing C/P permits. These three respondents will now be required to complete one Trawl Identification of Ownership Interest (TIOI) form for each of the ten C/P permits (responses). This increases the number of TIOI Form: New Entrant respondents from 21 to 24, and the number of responses from 21 to 31. The number of burden hours increases by 7.5 (8) hours and the burden cost increases by $3.50 ($4) as a result of the requirement to include the 3 C/P Permit Owners in the collections of the TIOI Form.
