Modifying "Your obligation to respond is required to obtain or retain education benefits" to "Your response is required to obtain or retain education benefits" in the Privacy Act Statements, and 3. Uploading screenshots of any electronic version of these forms. VA shall also not deny consider any form under this collection or deny related benefits on the basis that the applicant does not have a mailing address.
