Terms of Clearance: OMB notes that the final rule requiring the change to this information collection, RIN 0648-BH25, published on 10/2/19 with a 9/27/19 effective date and language indicating that the associated information collection request had already been approved by OMB, which was in error. The Information collection request was submitted concurrent with rule publication, as permitted under 5 CFR 1320.11. OMB reminds the agency to obtain information collection request approval prior to rule publication in cases where the rule must be effective coincident with publication.

Short Statement: In accordance with the final rule, there will be an additional harvest report and new hunting report collected from St. Paul Island during the subsistence use period, but the number of hours per report has not changed. This results in an additional 3 responses annually, an increase of 120 burden hours, and an increase of 24 burden cost.
