Terms of Clearance:
The Department of Veterans Affairs (VA) shall submit to OIRA any new agency statement of general applicability, intended to have future effect on the behavior of regulated parties, that sets forth a policy on a statutory, regulatory, or technical issue, or an interpretation of a statute or regulation related to 38 CFR 21.4253-.4254, unless excluded by E.O. 13891 or its implementing memo, M-20-02. With the next revision or extension request of this collection, VA shall submit any such statement that is then in effect. Any additional requirement or condition that VA purports to impose on collections under this control number that is inconsistent with these terms of clearance are not approved (see 5 CFR 1320.6). VA is further encouraged to make timely submissions of information collection requests following applicable Federal Register Notice periods (see 5 CFR 1320.10).

On behalf of this Federal agency, I certify that the collection of information encompassed by this request complies with 5 CFR 1320.9 and the related provisions of 5 CFR 1320.8(b)(3).
