Abstract:
This request is for a revision and extension of a currently approved collection of information. The title is changing from Vessel Monitoring System Requirement in the Pacific Coast Groundfish Fishery to West Coast Region Vessel Monitoring Requirement in the Pacific Coast Groundfish Fishery in order to more accurately describe the collection. As part of Proposed Rule RIN: 0648-BI45, the National Oceanic and Atmospheric Administrations (NOAA) National Marine Fisheries Service (NMFS) proposes to revise reporting and monitoring provisions for vessels participating in the Pacific Coast groundfish fishery. This proposal would increase the position transmission rate for certain vessels using NMFS type-approved vessel monitoring system units and add a declaration for “gear testing.”

Short Statement:
There is a new requirement for Position Reports, which increases the number of annual responses by 25,040,000 and the annual cost burden by $1,051,200 which is the cost to operate the unit for the number of pings for the position reports. There are also corrections to the calculations of the VMS Installation, Maintenance & Activity Reports as those were calculated on a 4-year cycle for the last renewal rather than a 3-year cycle, the burden hours were incorrectly calculated in minutes rather than hours, and there was a miscalculation on the miscellaneous costs.
