Abstract:
The purpose of the FACES data collection is to support the 2007 reauthorization of the Head Start program (P.L. 110–134), which calls for periodic assessments of Head Start’s quality and effectiveness. FACES 2019 extends a previously approved data collection program (OMB number 0970-0151) to a new sample of Head Start programs, families, and children. As with previous rounds, both FACES 2019 and AI/AN FACES 2019 collects information from a national probability sample of Head Start programs to ascertain what progress Head Start has made toward meeting program performance goals. AI/AN FACES 2019 builds on AI/AN FACES 2015 (also OMB number 0970-0151). This change request is to update the burden estimates related to two instruments: the FACES Child Assessment (Attachment 9) and the American Indian/Alaska Native (AI/AN) FACES Child Assessment (Attachment 18) from 45 minutes to 60 minutes. This update is based on our field experience to date. We have updated the following materials to reflect this change: • Appendix A Program Information Packages • Appendix K FACES 2019 Respondent Materials • Appendix L AI/AN FACES 2019 Respondent Materials • Attachment 7 FACES 2019 Parent Consent Form (update to accompanying parent letter, not the consent itself) • Attachment 16 AI/AN FACES 2019 Parent Consent Form (update to accompanying parent letter, not the consent itself) • FACES 2019 Data Collection OMB Part A • FACES 2019 Data Collection OMB Part B
