Abstract:
This information collection (IC) request is for a three-year extension of a currently approved information collection under OMB control number 2132-0008 “National Transit Database (NTD)”. This request includes a minimal increase in respondents and burden hours. The response to the collection is required to obtain or retain a benefit, as statute requires that recipients or beneficiaries of grants from the Federal Transit Administration (FTA) under the Urbanized Area Formula Program (§5307) or other than Urbanized Area (Rural) Formula Program (§5311) submit data to the NTD on an annual basis. The entities responding to this information collection are Rural, Urban, and Small/Tribal Transit Systems throughout the United States and Puerto Rico. Each respondent submits an annual report to FTA staff and contractors that includes an overview of the transit agency, asset inventory, safety event reporting, asset condition reporting, transit asset management program target reporting, etc. This request for an extension reflects the increase in both respondents and burden hours. The respondent universe increased from 2,272 in 2016 to 2,334 in 2019 because of new transit providers entering the industry. There was also in increase in burden hours because of the new respondents and a minimal increase in the number of safety events being reported into NTD. There have been no programmatic or policy changes to this program since the 2016 IC approval from OMB.

This information collection request reflects a small increase IN the number of respondents as there were new transit providers (primarily rural and small systems) entering the industry and required to report into the NTD. The was also a minimal burden increase. Primarily driven by the increase in new respondents and a small increase in reportable safety events from transit providers. There is also an increase in cost to federal government because of updated median hourly wages listed by the Bureau of Labor Statistics (BLS) and the Office of Personnel Management (OPM). There are no changes in item 13.
