Short Statement:
This is a revised collection of information that includes both adjustments and program changes. This information collection was modified in 2016 as a result of the 2015 Open Internet Order that reclassified BIAS as a telecommunications service. In 2017, the Commission reinstated the information service classification of BIAS. This information collection has been modified to reflect that reversal, resulting in decreases in the estimates of respondents, responses, and hours. Therefore, the Commission makes the following program changes: (a) the total number of annual respondents had decreased by -1,000, from 4,541 respondents to 3,541 respondents; (b) the total number of annual responses has decreased by -12,000, from 54,064 to 42,064 annual number of responses; (c) the total number of annual burden hours has decreased by -34,500, from 155,419 to 120,919 total annual burden hours. Also, the Commission makes the following adjustments: (a) the total number of annual responses has increased by +42, from 42,064 to 42,106 responses; (b) the total number of annual burden hours has increased by +80, from 120,919 to 120,999 annual burden hours; and (c) the total annual cost has increased by +$290, from $17,510 to $17,800 annual cost.
