Abstract:
The purpose of this information collection is to ensure the maintenance of records critical to Pipeline Safety. 49 CFR § 192.617 and 49 CFR § 195.402 will require operators who have experienced a rupture or rupture-mitigation valve shut-off to complete a post-incident review. This mandatory record keeping requirement includes the post-incident summary, all investigation and analysis documents used to prepare it, and records of lessons learned. All records must be kept for the life of the pipeline.

Short Statement:
49 CFR § 192.617 and 49 CFR § 195.402 are being amended to require operators who have experienced a rupture or rupture-mitigation valve shut-off to complete a post-incident review. The post-incident summary, all investigation and analysis documents used to prepare it, and records of lessons learned must be kept for the life of the pipeline. PHMSA estimates this new record-keeping requirement will result in 50 responses annually and has allotted each respondent 8 hours per response to make and maintain the required records.
