Abstract: The Farm Service Agency (FSA) is implementing the COVID Food Assistance Program (CFAP) for producers of agricultural commodities who have suffered a 5-percent-or-greater income loss due to COVID-19 and face additional significant marketing costs associated with Section 5(e) of the Commodity Credit Corporation (CCC) Charter Act for currently held inventories—whether caused by lower prices given significant declines in demand, surplus production, or by disruptions to shipping patterns and the orderly marketing of commodities. Non-specialty crops eligible for CFAP payments include barley, canola, corn, upland cotton, millet, oats, soybeans, sorghum, and durum and hard red spring wheat. Payments also will be available for specialty crops, cut flowers, orchard crops, dairy, cattle, lamb, wool, and hogs.

Emergency Justfication: This emergency request is necessary for FSA and Agricultural Marketing Service (AMS) to implement CFAP because we could not comply with the normal clearance procedures under the Paperwork Reduction Act because the producers are suffering losses and facing additional significant marketing costs due to the COVID-19 outbreak and recent legislation was enacted to provide funding to assist producers. That is an unanticipated event occurring now. USDA will use additional funding from the Commodity Credit Corporation (CCC) Charter Act under sections 5(b), (d), and (e) to provide assistance to the eligible producers.
