Abstract:
The Small Business Pulse Survey is a new survey collection consisting of 16 questions to take the pulse of small business surveys in reaction to COVID-19. The Census Bureau can help in this moment as the U.S. confronts unprecedented and historic challenges with the COVID-19 pandemic and the impacts on the public, businesses and policymakers. It is critically important to understand how changes in business operations, employment, the availability of consumer goods, as well as other abrupt and significant disruptions, are impacting American life.
Emergency Justfication:
The Census Bureau can help in this moment as the U.S. confronts unprecedented and historic challenges with the COVID-19 pandemic and the impacts on the public, businesses and policymakers. It is critically important to understand how changes in business operations, employment, the availability of consumer goods, as well as other abrupt and significant disruptions, are impacting American life. Due to the need to begin collecting this information right away, we are unable to allow for the time periods normally required for clearance under the Paperwork Reduction Act (PRA). Therefore, we are seeking approval under the emergency clearance provisions of the PRA. We seek approval for this collection by April 17, 2020.

On behalf of this Federal agency, I certify that the collection of information encompassed by this request complies with 5 CFR 1320.9 and the related provisions of 5 CFR 1320.8(b)(3).
