Short Statement: The change in "Annual Number of Responses" and "Annual Time Burden" is attributable in part to the estimation that 650 employees signed confidentiality agreements included in the 2017's ICR burden estimation, which is no longer included in this ICR burden estimate. The need for confidentiality agreements does not change in relation to the use of the ICR and, thus, the burden of such agreements and any change in such burden is not attributable to the ICR. The change in responses and time burden is also attributable in part to the Agency's assessment that the number of responses to the ICR will change due to the Supreme Court's decision in Food Market Institute v. Argus Leader Media, 139 S. Ct. 2356 (2019) and the corresponding revisions to the substantiation questions.
