In accordance with 5 CFR 1320.13, this information collection is approved for 6 months as an emergency clearance to meet licensees' needs during changed operations due to COVID-19. NRC will seek comment from the public on this new collection after clearance. If the NRC decides to continue use of the collection past the approved emergency clearance time period, it must resubmit an ICR to OMB under the normal PRA clearance process and include responses to any public comments it has received.

Abstract:
10 CFR Part 20 establishes standards for protection against ionizing radiation resulting from activities conducted under licenses issued by the NRC and by Agreement States. These standards require the establishment of radiation protection programs, maintenance of radiation protection programs, maintenance of radiation records recording of radiation received by workers, reporting of incidents which could cause exposure to radiation, submittal of an annual report to NRC and to Agreement States of the results of individual monitoring, and submittal of license termination information. These mandatory requirements are needed to protect occupationally exposed individuals from undue risks of excessive exposure to ionizing radiation and to protect the health and safety of the public.
Emergency Justfication:
The NRC is requesting emergency review of the information collection because information regarding licensees’ compliance with the requirements of Title 10 is essential to the mission of the agency and is needed before the expiration of the normal time limits under the Office of Management and Budget’s regulations at 5 CFR 1320 that implement the provisions of the Paperwork Reduction Act of 1995. The NRC cannot reasonably comply with the normal clearance procedures because an unanticipated event (COVID-19 PHE) has occurred, which necessitates a swift response to allow licensees to submit exemption requests in a streamlined manner.

Currently, licensees may request, and the NRC will approve, exemptions from the above requirements when they are authorized by law and will not result in undue hazard to life or property. To facilitate and streamline licensees’ requests for exemptions to these requirements, NRC is providing two new online forms to submit the required information for a specific exemption request. One form is for power reactor licensees and the second is for research and test reactor (RTR) and non-power reactor licensees to submit their exemption requests.
