VA may resubmit this collection when it is ready for review. If submitted on or before 08/05/2021, the collection may be resubmitted to OMB review without being re-noticed in the Federal Register. In VA's next revision or extension request for this control number, VA will submit documentation that VA has explored the following: 1. Revising this collection to be less confusing for those with flat rate tuition in form. 2. Revising the language for courses that are repeatable for credit by design rather than because they’ve been failed. 3. VA has monitored to see if respondents understand that VA wants a specialty accreditor rather than a regional accreditor and assess if asking respondents this reduces burden on VA compared to VA comparing schools to established lists of accredited schools. 4. For VA Forms 10-0491e/Form 10-0491f/VA Form 10-0491k/VA Form 10-0491L/VA Form 10-0491m: Analyzing the feasibility of accepting updates through email or some other less burdensome approach rather than mail. 5. VA Form 10-0491e: Explore revising the question about the applicant’s performance to include a reference group so that answers to the questions in order to improve practical utility and construct validity and revising the question around interpersonal skills to be more clear in order to improve practical utility and construct validity. Any information submitted pursuant to the terms and conditions that the awardee shall “Submit required documentation periodically to the Scholarship Office at times determined by VA to continue receiving the scholarship award” is not approved under this control number. Any additional documentation required from 10 or more persons in a 12 month period, other than the items specifically mentioned in the forms and agreement, will need separate OMB approval.

Abstract:
A collection of information is necessary to implement the Department of Veterans Affairs (VA) Educational Assistance for Certain Former Members of the Armed Forces (EACFMAF) that was authorized under Public Law 115-141, Consolidated Appropriations Act 2018. The passage of this legislation allows VA to establish a pilot program that will provide educational assistance through the Health Professional Scholarship Program (HPSP) to certain former members of the Armed Forces for education and training leading to employment as a VA physician assistant, the EACFMAF program. This program will help address the VA health care workforce needs by increasing the PA workforce. The legal authority for this data collection is also found under 38 U.S.C., Part I, Chapter 5, §527 that authorizes the collection of data that will allow measurement and evaluation of the Department of Veterans Affairs Programs, the goal of which is improved health care for Veterans and 38 U.S.C. §7611 (HPSP), for VA, to determine the applicant's eligibility to receive a scholarship award. The EACFMAF program will be included in a currently approved collection under OMB Control Number 2900-0793. In order to efficiently respond to the described recent legislation, VHA is utilizing these existing forms (with minor modification) to administer the EACFMAF program.

The EACFMAF program is newly established and will be included in the currently approved collection under OMB Control Number 2900-0793. In order to efficiently respond to the described recent legislation, VHA is utilizing these existing forms (with modifications to the burden) to administer the EACFMAF program.
