In accordance with 5 CFR 1320, the information collection is approved for three years. Before resubmitting this for renewal, please clarify how the respondents are notified of the full burden estimate for different forms and parts of this collection. It is important that respondents are aware of the burden estimates for all steps of the process (this can be listed on a website or in forms, etc.). Please provide clarity on how the Agency will ensure that respondents know the full burden estimate. Also, as part of the next renewal, please provide detailed updates on the revised CAMMP per the stakeholder input and suggestions for improving the process and reducing burden.

Abstract:
The National Estuarine Research Reserve System is a network of 28 areas representing different biogeographic regions of the United States that are protected for long-term research, water-quality monitoring, education and coastal stewardship. Established by the Coastal Zone Management Act of 1972, as amended, the reserve system is a partnership program between the National Oceanic and Atmospheric Administration and the coastal states. NOAA provides funding, national guidance and technical assistance. Each reserve is managed on daily basis by a lead state agency or university, with input from local partners. Information is required from states proposing designation and from existing reserves regarding development of management plans, ecological characterizations,and grant awards.

Adjustments were made to the estimated number of annual responses as more reserves begin to implement multiyear awards rather than single year awards. Burden hour estimates increased based on feedback received from stakeholders that the previous response times were too low in many instances.
