Short Statement: The changes resulting in an increase in burden are the result of an increase in the estimated number of disclosures that will be made by part 2 programs as a result of the proposals finalized in the CY 2020 final rule, offset slightly by a decrease in the number of estimated patient admissions for treatment. An additional increase in burden costs is due to an adjustment to correctly estimate wage rates which account for benefits and overhead costs; this modification to wage rates was not performed previously.
