Short Statement: The current OMB inventory for this collection includes 34,560 burden hours. In this submission, we are requesting 34,206 burden hours. This represents a program change decrease of -332 burden hours and an adjustment decrease of -22 burden hours. The program change decrease is due to BSEE deleting the hours in this collection pertaining to §§ 250.1000-1019 - general departure and alternative compliance requests. The ability to request a general departure or alternative compliance are throughout all of 30 CFR Part 250 and the hour burdens are approved under 1014-0022 (subpart A). BSEE is decreasing burden hours by -332 hours in this collection to avoid double-counting since this burden is accounted for in OMB Control No. 1014-0022. The adjustment decrease in hour burden is due to changed estimates of submissions BSEE received for: § 250.1000(b) – L/T P/L applications submitted to BSEE (-184 burden hours); § 250.1000(b)(1); 1007(b) - L/T P/L modifications submitted to BSEE (+270 burden hours); § 250.1000(b)(2), (d); 1004(b)(5); 1007(a); 1009(a); 1015; 1016 – new P/L ROW grant (+428 burden hours); § 250.1000(b)(2), (3); 1007(b); 1017 - modify a P/L ROW grant (-630 burden hours); § 250.1000(c)(2) – Form BSEE-0135 (+3 burden hours); and § 250.1018 – Form BSEE-0149 (+91 burden hours). The current OMB inventory for non-hour costs burdens is $1,379,369. In this submission, we are requesting $1,344,916, an adjustment decrease of -$34,453. The decrease is due to hour burden changes shown above adjusting the amount collected through the cost recovery fees associated with those requirements.
