One activity remains unchanged from the previous submission. The remaining nine activities are reinstated from previously discontinued 0579-0094 and account for 1,395,978 responses and 93,400 hours of burden. 95%, or 88,372 hours, of the burden hours are attributed to three activities: User Fees Veterinary Diagnostics and User Fees VS Import/Export (APHIS 81), 63,849 hours; Phytosanitary Certificates and State Issuance of Certificates (PPQ Forms 577, 578, and 579), 19,083 hours; and Recordkeeping, 5,440 hours.

On behalf of this Federal agency, I certify that the collection of information encompassed by this request complies with 5 CFR 1320.9 and the related provisions of 5 CFR 1320.8(b)(3).
