Abstract:
This supporting statement estimates paperwork-related burden for the three-year ICR renewal period Nov. 1, 2020 through Oct. 31, 2023. The U.S. Environmental Protection Agency (EPA) estimates that approximately 9 manufacturers will apply to list a total of 9 products on the Subpart J Product Schedule in 2020 and may incur paperwork-related burden in the first year of this ICR. An additional 8 manufacturers will submit product information to EPA to obtain a sorbent certification letter. EPA estimates a total reporting and recordkeeping burden for all regulated facilities of approximately 310 hours in each year of this ICR.

Short Statement:
The slight decrease in burden is the net result of EPA receiving fewer submittals for product lists on the Schedule and fewer requests for sorbent certifications than the Agency anticipated in the previous ICR renewal, while increasing the respondent burden hours by 20 percent in response to manufacturer feedback obtained during the consultation process. Consultations with laboratories indicate that testing service costs have increased. However, these increases largely were offset by fewer total products being tested. Thus, total O&M costs for toxicity and effectiveness testing have increased only slightly.
