The agency made minor modifications to the Supporting Statement A to clarify that this information collection cannot be submitted electronically. Terms of Clearance: No later than one year, the agency should make the following modifications to the web application and instructions (which can be submitted as a non-substantive change request): 1. The question “Is there a G-28 stating this information?” should be modified to verbiage to the effect of: “If you are represented by an attorney, please submit a completed Form G-28 as part of your application. This form serves as official notification to the Department of State that you are represented by an attorney and allows the Department to communicate with that attorney on your behalf.” 2. The header language under the page “J-2 Visa” which states “Please provide J-2 Information” should be modified to verbiage to the effect of ““Please provide spouse and/or dependent information.” 3. The instructions page should include the following clarifications: a. Provide clarification regarding why the agency is providing both post and courier addresses b. Revise the verbiage in “Supporting Documentation” #2 from “Any additional pages” to "If applicable, any additional pages..." c. Revise the verbiage in “Supporting Documentation” #3 to clarify that the statement demonstrating eligibility was captured as a part of completing the DS-3035 web application and that respondents only need to provide additional statement if they have additional information not already captured in the DS-3035. In addition, no later than one year after approval, the agency should engage with OMB regarding ongoing discussions regarding how to paginate this form to improve the respondent’s user experience and minimize potential errors. Finally, prior to triannual renewal, the agency should make the following further modifications to the web application and relevant information collection documentation: 1. Clarify on the landing page where applicants can locate a static copy or “exemplar” of the application to facilitate the ability to prepare responses to the application prior to using the web application. 2. Include a “tool tip” or instruction under “Basis Selection” clarifying that an applicant must fill out separate applications if they believe they have more than one reason for applying. 3. Include a “tool tip” or instruction under “Statement of Reason” clarifying the character limit to the text box and provide instructions, if applicable, on how to submit longer Statement of Reasons for applicants whose Statement of Reason exceeds the character limit. 4. Provide a definition for “port of entry” in the glossary. 5. Consider re-ordering J-1 and J-2 screens to improve the user experience. 6. Consider the use of pay.gov or another payment platform or provide a written latter, addressed to the OIRA Administrator and signed by an Undersecretary, providing a fact-specific reason for why the agency cannot modify its business processes to allow for electronic payment. 7. Explain in Supporting Statement A, Question Prompt #4, what government sources (including other federal agencies) have the following information and why the Department of State cannot access it instead of soliciting it from the respondent: (A) Copies of the respondent’s DS-2029; (B) Copies of the G-28; (C) Copy of the respondent’s bio data information as represented on the respondent’s passport.
