Short Statement:
There is a decrease in the estimated annual hour burden to respondents for this collection of information. The decrease is a result of the decrease in the estimated number of respondents from 240 to 116. USCIS has adjusted the estimated time burden per response from 1.5 hours to 1.75 hours. This 15-minute increase is an estimate of the additional time burden respondents to this collection of information may incur as a result of the changes made to the form and instructions. The increase in the estimated time burden per response is offset by the decrease in the estimated number of respondents, resulting in the decrease in the estimated annual hour burden. There is an increase in the estimated cost burden to respondents for this collection of information. USCIS has increased the estimated cost per response to $515 and expanded the estimated cost to 100 percent of the respondent population.

On behalf of this Federal agency, I certify that the collection of information encompassed by this request complies with 5 CFR 1320.9 and the related provisions of 5 CFR 1320.8(b)(3).
