Terms of Clearance:
Prior to renewal, the agency will revise question three to clarify that internal electronic systems used exclusively by agency personnel do not satisfy GPEA's electronic submission requirements. Furthermore, the agency will prioritize this information collection for online submission via the eSubmit/Document Upload platform or any successor tool and will notify OMB no later than one year prior to renewal about the ability to conduct this collection via Document Upload.

Abstract:
As required by the Medicare Modernization Act of 2003 (P.L. 108-173), SSA conducts low-income subsidy eligibility redeterminations for Medicare beneficiaries who filed for the subsidy and were determined by SSA to be eligible. SSA conducts subsidy eligibility redeterminations under two circumstances: 1) When an individual completes Form SSA-1026-OCR-SM-SCE to report a subsidy-changing event (marriage, separation from a spouse, separated spouses resume living together, divorce, annulment, or death); and 2) When SSA uses Form SSA-1026-OCR-SM-REDE to conduct an annual review of individuals who became entitled during the prior 12 months, an annual review of a percentage of individuals who are eligible for more than 12 months, and a review of individuals who report a change in income, resources, or household size that may affect the subsidy amount.

When we last cleared this IC in 2017, the burden was 47,176 hours. However, we are currently reporting a burden of 53,701 hours. This change stems from an increase in the number of responses from 157,254 to 179,002. There is no change to the burden time per response. Although the number of responses changed, SSA did not take any actions to cause this change. These figures represent current Management Information data.
