Abstract:
To ensure adequate public protection from exposure to potential hazardous liquid pipeline failures, PHMSA collects information on reportable hazardous liquid pipeline accidents. This mandatory information collection covers the collection of data from owners and operators of hazardous liquid pipelines operators who are subject to 49 CFR part 195. The definition of an “accident” and the reporting criteria for submitting a Hazardous Liquid Accident Report (form PHMSA F7000-1) is detailed in § 195.54. 49 CFR 195.54 requires hazardous liquid operators to file an accident report, as soon as practicable, but not later than 30 days after discovery of the accident, on DOT Form 7000-1 whenever there is a reportable accident the characteristics of an operator’s pipeline system. PHMSA is proposing to revise the form and instructions for PHMSA F7000-1 for editorial and clarification purposes and to collect additional data. This information collection is being revised to account for the additional burden that will be incurred because of these new provisions. Currently, PHMSA estimates that 406 Hazardous Liquid Accident Report forms are submitted each year with operators spending, on average, 10 hours to complete each report. Due to the proposed changes, PHMSA expects the burden for completing each report to increase by 2 hours. This will result in an overall burden increase of 812 hours for this information collection.

PHMSA is revising the form and instructions for PHMSA F7000-1 Accident Report - Hazardous Liquid Pipeline Systems for editorial and clarification purposes and to collect additional data. PHMSA expects that these changes will result in additional time being needed to complete each accident report. PHMSA has increased the burden for this report from 10 hours to 12 hours per report. This result in an overall burden increase of 812 hours.
