Abstract:
In the proposed rule at Docket No. RM21-12-000, the Commission would revise 18 CFR 39.3 by (1) requiring the Commission-certified ERO to submit self-assessments of its performance every three years instead of the current period of every five years; (2) adding a requirement that the ERO include in its self-assessment a detailed discussion of any areas of the ERO’s statutory responsibilities, or a Regional Entity’s delegated functions, beyond those required by the Commission’s regulations, that the Commission has identified at least 90 days prior to the expected performance assessment submission date; and (3) adding a requirement that, in preparing a self-assessment, that the ERO seeks recommendations from various entities. The proposed rule would not affect ant other aspects of FERC-725.

RM21-12-000 would increase the required frequency of self-assessments from one every five years to one every three years. This would be a program change. The number of Regional Entities is now 6 instead of 7. This ICR adjusts the estimated burdens to reflect that change.
