The agency made minor changes to the justification document and the form instructions. Any decision to rescind the electronic collection instrument approved in this non-substantive change will be considered a substantive revision and be required to go through federal register notice under the PRA. As a part of any outreach regarding this new modality, the agency should solicit feedback on potential undue burden imposed by restricting appointed representatives from completing Sections 1 and 3. Finally, prior to routine resubmission of this ICR, the agency will provide to OMB both legal and policy evaluations of the ability to allow for multiple appointed representatives to be appointed via a single SSA-1696 form. Among other aspects, this analysis should seek to discuss and justify any legal or other risks associated with allowing for this change, any perceived statutory or regulatory barriers to allowing allowing for this change, and, to the extent feasible, a quantification of the percentage and frequency of claimants with appointed representatives who have had to complete the form multiple times.
