Abstract:
The purpose of the Hazard Communication Standard (HCS) (29 CFR 1910.1200) and its collection of information requirements is to ensure that the hazards of chemicals produced or imported are evaluated and that information concerning these hazards is transmitted to employers and employees. The standard requires all employers to establish hazard communications programs, to transmit information on the hazards of chemicals to their employees by means of container labels, safety data sheets and training programs.

Short Statement:
OSHA is requesting a revision (an adjustment and a program change) of the existing burden hours from 6,557,766 hours to 7,023,513 hours (a difference of 465,747 hours. The agency is annualizing the burden hours to compensate for the first year’s cost. In addition there was an increase in the number of establishments and in the number of employees affected, and new burden for revision of SDSs and labels. Finally, as part of the proposed updates to the HCS, OSHA is adding the reclassification of hazard chemicals in the first year and time associated with familiarization related to the proposed rule. The agency is also requesting a total cost increase from $25,070,956 to $45,676,443. An increase of $20,605,487. The cost increase results from the increase in the number of SDSs and in the prices of the pre-printed labels.
