Short Statement: The change in burden is the result of using: (1) actual data from the Federal Procurement Data System (FPDS) and Electronic Data Access (EDA) system for the most recent complete fiscal year (2019); and (2) the current Office of Personnel Management General Schedule hourly labor rates for calendar year 2021 to calculate the cost per hour.
