Terms of Clearance:
Disapproved due to agency non-responsiveness. The agency is referred back to OMB's passback from 12/23/2022 and further correspondence on 10/11/2023 and 5/1/2024. Consistent with the passback, the agency should re-submit this information collection and revise its proposed approach to collecting social media handles, phone numbers, and email addresses to ensure the agency is not collecting information in a manner that is unduly burdensome.

Abstract:
The Refugee Biographic Data describes a refugee applicants personal characteristics and is needed to match the refugee with a sponsoring voluntary agency to ensure initial reception and placement in the U.S. under the United States Refugee Program. Biographic information is collected in a face-to-face interview of the applicant overseas. An employee of an Overseas Processing Entity, under contract with PRM, collects the information and enters it into the Worldwide Refugee Admissions Processing System(WRAPS).

Short Statement:
The number of hours reported on our last submission was 22,500, based on FY 2016 projected refugee admissions of 45,000. However, the number of hours being reported in this submission is 30,372 based on the 10,124 refugee cases we anticipate collecting this data from in FY2021. As a result of Presidential mandates, additional biographic data must be gathered from each refugee applicant in FY 2021, and therefore, the collection timeframe required has increased for each refugee case, which varies upon size.
