Abstract:
The information that EPA proposes to collect under this rule fulfills the statutory requirements of 1445(a)(2) of the Safe Drinking Water Act (SDWA), as amended in 1996, 2018, and 2019. The data describe the source of the water, location, and test results for samples taken from PWSs. The information collected will support EPAs decisions as to whether or not to regulate particular contaminants under the SDWA. Reporting is mandatory. The data are not subject to confidentiality protection.

Short Statement:
This is a new collection. Information below compares activities associated with the UCMR5 proposed rule ICR to previous UCMR collections. For PWSs: The number of water systems increased from UCMR 4 to UCMR 5 because of the SDWA Amendments of 2018, The America's Water Infrastructure Act (AWIA).The burden decreased because the sample design of the contaminants is less complex (i.e. one sample point location at the entry point instead of three sample point locations (entry point, distribution system, and source water intake), fewer sample events, etc.). For State Agencies: If the state participates, there are more water systems included in UCMR 5 (10,311 PWSs) than UCMR 4 (5,892 PWSs). That means there would potentially be more information to review if the state particpates in UCMR 5. The Annual Cost Burden decreases because the sample design of the contaminants is less complex and involves fewer methods (less analytical costs including shipping).
