Short Statement: The burden hour has decreased; however, this may be attributed to more training facilities that provide on-the-job training and other specialized training programs use the Education Service application, VA Online Certification of Enrollment (VA-ONCE) to electronically certify attendance. This form will be used for those training facilities and specialized training programs that are unable to access VA-ONCE.
