Terms of Clearance:
The agency made clarifying changes to the description of the information collection, minor modifications to instructions on the form, and updated the burden estimate. Prior to resubmission to OMB, the agency is encouraged to add additional instructions under questions 6, 12, 13, and 14 to remind respondents to include discussion of activities where the claimant may require help from others in completing the relevant activity. If the agency declines to include additional instruction for these questions, it will schedule a meeting with OMB to discuss its decision prior to publishing the 60-day Federal Register notice. The agency will also add instructional text to question 21 to state "If you do not know or do not recall, please write that."

Abstract:
Individuals receiving or applying for SSDI or SSI must provide medical evidence and other proof SSA requires to prove their disability. SSA staff, and, on our behalf, State Disability Determination Services’ (DDS) employees, collect the information via paper Form SSA-3373, or through an in-person or telephone interview for cases where we need information about a claimant’s activities and abilities to evaluate the claimant’s disability. We use the information to document how claimants’ disabilities affect their ability to function, and to determine eligibility, or continued eligibility, for SSI and SSDI claims. The respondents are adult Title II and Title XVI claimants, or current recipients undergoing redeterminations of benefits.

This discrepancy is because the ROCIS burden reflects the following components: field office waiting time + a rough estimate of a 30-minute, one-way, drive burden.
