Terms of Clearance:
Emergency approval is granted with the following terms of clearance: 1. Prior to launching the online application, VA shall add the OMB control number and the PRA disclosure statement (This can be copy and pasted from the paper form) and assure that the appropriate Privacy Act information is included. VA shall also modify the mailing address so that it is not coded as required for submission (38 USC 5126). VA may describe the mailing address as required for those who have one or optional. VA shall submit this updated application into ROCIS as a nonmaterial/nonsubstantive change no later than 4/14. 2. During the period of emergency approval, VA shall monitor the responses to the question about current salary range, which is being asked of those who are currently unemployed due to COVID, to see if improvements need to be made in order to improve the practical utility of this question. 3. VA is advised to immediately begin the process of seeking approval of this collection under the normal clearance process. OMB does not anticipate granting further emergency approvals in order to extend approval of this collection beyond the six month period of approval. VA is also reminded that the 30 day Federal Register Notice should published simultaneously with submission to OMB for review, rather than waiting 30 days after its publication to submit to OMB. 4. VA shall add the OMB control number and PRA disclosure statement to VA form 22-10271. VA shall submit this updated application into ROCIS as a nonmaterial/nonsubstantive change no later than 4/14.

Abstract:
The Veteran Rapid Retraining Assistance Program (VRRAP) was established by Section 8006 of Public Law 117-2 and immediately became effective on March 11, 2021. VRRAP provides eligible Veterans impacted by the COVID-19 pandemic the opportunity to pursue a covered high technology program or another program designed to provide training for a high-demand occupation. The VRRAP training program will pay for up to 12 months of retraining. This new information collection will allow VA to identify Veterans that meet the eligibility of this program and to immediately began awarding them benefits as outlined in the legislation.
Emergency Justfication:
Pursuant to 5 C.F.R. § 1320.13, the Department of Veterans Affairs requests emergency approval by April 8, 2020, of the use of the Application for Veteran Rapid Retraining Assistance Program (VRRAP), VA Form 22-1990S. The Application for Veteran Rapid Retraining Assistance Program (VRRAP) is an essential instrument which the VA plans using to collect information from unemployed Veterans who were impacted by the coronavirus disease 2019 (COVID-19) pandemic and seek to be rapidly retrained in a high technology program or another program designed to provide training for a high-demand occupation. We are seeking an emergency clearance to allow Veterans the opportunity to apply for the retraining assistance so that VA may determine their eligibility. The Veteran Rapid Retraining Assistance Program (VRRAP) was enacted on March 11, 2021, and was effective immediately. VRRAP is part of the American Rescue Plan Act of 2021, Section 8006. VA’s authority to pay retraining assistance benefits ends 21 months after enactment (December 10, 2022) and is limited to a maximum of 17,250 participants or $386 million dollars. VA has determined that this request meets the criteria of 5 CFR 1320.13, in that the collection of information is needed prior to the expiration of time periods established under 5 CFR 1320, it is essential to the mission of VA to collect this information. The use of normal clearance procedures, which will take at least 90 days, would hinder the mission of VA by effectively decreasing the already limited time period during which unemployed Veterans may receive assistance. If granted, the emergency approval is only valid for 180 days.
