This is a reinstatement of a previously approved information collection with changes. There is a program change increase of +1,773 respondent and +27,193 responses resulting in an increase of +8,605 burden hours. This increase is due the inclusion of the Non-Conforming Submission (not on a form). APHIS is accounting this a potential violation.

On behalf of this Federal agency, I certify that the collection of information encompassed by this request complies with 5 CFR 1320.9 and the related provisions of 5 CFR 1320.8(b)(3).
The following is a summary of the topics, regarding the proposed collection of information, that the certification covers:
(a) It is necessary for the proper performance of agency functions;
