This is a revision of a currently approved information collection due to rulemaking. The currently approved burden inventory 53 States, 2,825 hours and 234 responses. The program changes are due to rulemaking this request reflects an increase of 3.99 (rounded to 4) total annual burden hours and an increase of 12 annual responses. The requested burden inventory is 2,828.7512 (rounded to 2,829) hours and 246 responses. The increase in burden for this collection is due to the addition of four State agency reporting requirements related to new rulemaking provisions around Third party contractors.

On behalf of this Federal agency, I certify that the collection of information encompassed by this request complies with 5 CFR 1320.9 and the related provisions of 5 CFR 1320.8(b)(3).
The following is a summary of the topics, regarding the proposed collection of information, that the certification covers:
