Abstract:
This ICR builds on earlier work of ACF’s Assessing the Implementation and Cost of High Quality Early Care and Education (ECE-ICHQ) project. The original request (approved in August 2017) supported the creation of measures of center-based early care and education (ECE) implementation and costs and the first information collection for that effort has been completed. A revised request (approved in November 2019) supported a field test of the measures through data collection in 80 early care and centers. That effort was first launched in March 2020, was postponed due to the COVID-19 pandemic, started again in March 2021 and is currently underway. This request adds a teaching staff survey to the data collection in progress. There are no changes proposed to the previously approved data collection. The current request is to field test refined instruments based on measures developed in previous phases of the study. This ICR will allow ACF to validate key program implementation measures or further improve their psychometric properties using an established, validated teaching staff survey. The proposed collection reflects previously-approved study methodology, with one change: We propose to add a survey of all teaching staff to test the validity of the measures. This survey, the Supportive Environmental Quality Underlying Adult Learning (SEQUAL), was developed and validated by the Center for the Study of Child Care Employment at the University of California-Berkeley.
