Abstract:
(An attachment to all standards within FEC-725G can be found in the Supplementary Document Section.) RD20-4:Reliability Standard PRC-006-5 establishes consistent and coordinated requirements for the design, implementation, and analysis of automatic underfrequency load shedding (UFLS) programs among all NPCC applicable entities. These requirements are more stringent and specific than the NERC continent-wide UFLS Reliability Standard, PRC-006-5, and were established such that the declining frequency is arrested and recovered in accordance with NPCC performance requirements. NPCC revised currently effective Regional Reliability Standard PRC-006-5 to remove redundancies with the Reliability Standard PRC-006-3, clarify obligations for registered entities, improve communication of island boundaries to affected registered entities, and provide entities with the flexibility to calculate net load shed for UFLS in certain situations. Reliability Standard PRC-027-1: The purpose of proposed Reliability Standard PRC-027-1 is to maintain the coordination of Protection Systems installed to detect and isolate Faults on Bulk Electric System (BES) Elements, such that those Protection Systems operate in the intended sequence during Faults. Reliability Standard PRC-012-2 is to supersede “pending” Reliability Standards PRC-012-1, PRC-013-1, and PRC-014-1 and to retire and replace currently-effective Reliability Standards PRC-015-1 and PRC-016-1. Reliability Standard PRC-012-2 represents substantial improvements over these Reliability Standards because it streamlines and consolidates existing requirements; corrects the applicability of previously unapproved Reliability Standards; and implements a continent-wide RAS review program.

Short Statement:
The adoption of Reliability Standard PRC-006-5 results in an increase in responses due to changes for the revised standard and correcting our prior estimate to represent the current registered entities. The one-time burden was removed for PRC-019 of 738 responses and 5,904 burden hours and PRC-024 of 738 response and 5,904 respectively. All adjustments made to each reliability standard were due to greater accuracy. PRC-006-NPCC-2 was removed due to duplication because it is already within the FERC-725I (OMB#1902-0248) and the net decrease consists of the removal of 217 responses and 5,208 burden hours. (We are consolidating the requirements of FERC-725G2 into this OMB Control No. for FERC-725G.)
