Abstract:
Owners and operators of facilities subject to New Source Performance Standards (NSPS) for Portland Cement Plants are required to comply with reporting and record keeping requirements for the General Provisions (40 CFR Part 60, Subpart A), as well as the specific requirements at 40 CFR Part 60, Subpart F. This includes submitting initial notifications, performance tests and periodic reports and results, and maintaining records of the occurrence and duration of any startup, shutdown, or malfunction in the operation of an affected facility, or any period during which the monitoring system is inoperative. These reports are used by EPA to determine compliance with the standards.

Short Statement:
There is an adjustment decrease in the total estimated burden as currently identified in the OMB Inventory of Approved Burdens. This decrease is not due to any program changes. The decrease in burden from the most-recently approved ICR is due to a decrease in the number of affected existing facilities, as identified by a review of Portland cement facilities reporting in EPAs ECHO and GHGRP databases. This change also results in a decrease in operation and maintenance costs. This ICR maintains an assumption that there will be no new respondents over the next three years, but two existing plants will undergo modification or reconstruction. Therefore, the capital costs have not changed from the previous ICR.
