Abstract:
Collection of information is necessary to fulfill obligations of the regulation at 15 CFR 2011 subpart B to issue specialty sugar certificates, letters to importers signed by the FAS Certifying Authority, and to ensure that U.S. importers comply with requirements. The regulation sets forth the terms and conditions under which the Certifying Authority in FAS issues certificates to importers allowing them to compete to enter specialty sugars under the tariff-rate quota (TRQ) for refined sugar.

Short Statement:
The total burden hours increased from 66 to 90, an increase of 24 hours. FAS increased the estimate of hours per response from 1.1 hours to 2 hours. Two hours constitutes a more realistic estimate for compiling and sending material, especially for new applicants who are unfamiliar with the required documents. Repeat applicants usually establish a procedure to compile and send the needed documents. FAS reduced the number of respondents from 60 to 45. Fewer importers applied for the program, based on FY 2020 full-year responses. Certain importers likely decided not to participate due to the over-subscription of the program. Importers would have needed to hold their product in bonded warehouses and wait for the opening of another tranche of the program. The storage costs likely made their participation cost prohibitive.
