Abstract:
This information collection request is a revision of the currently approved School Meals Operations Study (SMO): COVID-19 Child Nutrition Waivers Evaluation. This study collects data annually through various combinations of online surveys of CN and SFA directors and a disaggregated administrative data collection from the States. The data collected from the CN directors will focus primarily on meeting the State's statutory reporting requirements for the nationwide CN COVID-19 waivers required in section 2202 of the Families First Coronavirus Response Act (FFCRA) (Pub. L. 116-127) and used in Fiscal Years 21 and 22 which correspond roughly to School Years 2020-2021 and 2021-2022. The data collected from the SFA director survey will focus on the financial impacts of the COVID-19 pandemic and program operations during School Years 2020-2021 and 2021-2022.

Short Statement:
This information collection is currently approved with 1,173 burden hours and 714 responses. This revision includes online surveys and state-level administrative data collections from State agencies. This revision also adds an online survey of School Food Authority directors and a pre-test of SFA adjustments. The data collection from the State agencies will be used to meet the States' statutory reporting requirements on the COVID-19 Child Nutrition nationwide waivers under FFCRA, while the data collection from the School Food Authority directors collects financial and operational data during the pandemic. FNS estimates that these changes, along with changes to some of the burden estimates, will result in an additional 2,931 burden hours and 9,299 responses being added to the collection due to a program change. FNS learned that an additional State would have two agencies responding to the data collection instead of one agency, so the number of respondents for the FNS-10 administrative data request was adjusted. FNS estimates that this adjustment will result in an additional 12 burden hours and 2 responses being added to the collection as a result of an adjustment. Overall, the total program and adjustment changes result in an increase of 2,943 burden hours and 9,301 responses. With this revision, FNS estimates that this collection will have 4,116 burden hours and 10,015 responses.
