Short Statement: The decrease in burden is primarily because of a decrease in the estimate of the number of financial assistance mergers per year from 6 to 1. The decrease was offset by an increase in the number of hours for personnel to compile merger and transaction information for notices and an increase in estimated actuary and attorney costs. These estimates are based on PBGC experience for the last 3 years in processing these transactions.
