Short Statement: The changes to the previous submission are for greater clarity and significant reduction of burden. Clarifying language has been added to reduce confusion that was identified after soliciting input from representatives of the target respondent population during initial testing of the survey. The structure of survey questions was also changed to reduce burden on respondents.
