Abstract: The Office of the Assistant Secretary for Public Affairs (ASPA) is collecting information through the COVID-19 Attitudes and Beliefs Survey (CABS) and Monthly Outcome Survey (MOS) to evaluate the impact of the HHS COVID-19 Public Education Campaign. Throughout the duration of the campaign, this information will primarily be used by ASPA to determine whether the campaign is having the intended impact on target audiences’ knowledge, attitudes, and beliefs as they relate to COVID-19 and targeted preventative behaviors. This will inform an evaluation of the efficacy of the Campaign subsequent changes to Campaign messaging or strategy. The information will also be used to keep key stakeholders informed of the Campaign’s progress. At the conclusion of the Campaign, the information collected in these two outcome evaluation surveys will be used to inform a final cost-benefit analysis.

Emergency Justfication: 60-day FRN issued 7/19/21 86 FR 38015; page 38105-38016 (2 pages) The COVID-19 public health emergency warranted development and execution of a public education campaign to provide critical information about COVID-19, preventative measures, and vaccination. Typical public health campaigns are planned far in advance of execution; however, these unique circumstances required near simultaneous planning and execution. Most federal public education campaigns also include an evaluation upon completion in order to gauge campaign success, in this case measured by accurate COVID-19 knowledge, adherence to preventative measures, and choosing to be vaccinated. Planning for an evaluation is a lengthy process, and ASPA continues to plan for the eventual analysis. However, in order to have the relevant data for analysis, ASPA was forced to launch the evaluation surveys prior to completion of analysis plans. Now that the analysis plans are more fully defined, we are preparing to transition from an emergency package approval to a full OMB clearance. The 60-day FRN for package 0990-0475 marks the first step of this process.
