Abstract: The information requested is necessary for RBCS to process applications in a responsible manner, make prudent credit program decisions, and effectively monitor the intermediaries' activities to protect the Government's financial interest and ensure that funds obtained from the Government are use appropriately.

Short Statement: Considering the addition of the “Availability of Other Credit” documentation and SAM.gov resulted in an increase responses and burden hours by 240 from the previous reporting, the elimination of the intermediary request for advance of funds, and along with ceasing requirement of ultimate recipient certification of low-income work force, the overall burden hours decreased in responses and burden hours by 140. Test for credit was oftentimes submitted in a self-certified statement by intermediary borrowers without Agency validating the information. RBCS has developed formal guidance and a template to reiterate the importance of the credit elsewhere test. In addition, also overall burden hours decreased in responses and burden hours were made to reflect the removal of burden hours for the forms approved under other OMB burden.
