OMB approves consistent with the understanding that the Census Bureau plans to incrementally adjust or modify the Business Trends and Outlook Survey (BTOS) based on lessons learned or feedback from internal or external stakeholders. The Census Bureau will submit a request to OMB including 30 days of public comment announced in the Federal Register to receive approval to make any substantive revisions to the content or methods of the proposed survey, including the incremental scope changes discussed in Supporting Statement A. In addition, the Census Bureau will meet with OMB approximately 6 months after launch of the BTOS collection to discuss response rates, quality of responses, feedback from responses, and other issues as relevant to understanding the performance of the BTOS. The Census Bureau will also submit to OMB through a nonsubstantive change request to this package 1 year after the start of the BTOS collection a performance evaluation (to include information on the quality of the survey, users/uses of the survey, how to adjust/improve methods, and other issues relevant to the performance of the BTOS) of the BTOS collection.

Abstract:
The Business Trends and Outlook Survey (BTOS) will be a new experimental survey with bi-weekly data collection and publication. This continuous near real time data publication will provide a baseline of the U.S. economy and will measure change as a result of current and future economic shocks. The ongoing nature of the BTOS is in response to stakeholder feedback on the Small Business Pulse Survey (SBPS), which was that economic baseline or ‘norms’ data would have been helpful to have in comparison to the SBPS data on pandemic impact.
