Terms of Clearance:
Prior to triannual renewal, the agency will update its response to Supporting Statement A, Question Prompt #2 to include the following information in its narrative: (1) Describe the programmatic, regulatory, or statutory origin of investigating earnings to children specifically under the age of 7; (2) describe any procedures associated with addressing wages recorded for children older than the age of 7 but who are also of an age that is extremely unlikely to involve legitimate work history (e.g. children between the ages of 7 and 12); (3) Describe, at a high-level, the general rate of these recorded earnings that are discovered through this information as caused by a recording error or other type of inaccuracy (as opposed to actual earned wages by a young child); (4) describe, at a high level, the types of legitimate work that is likely to involve earnings for young children in situations when the recorded earnings were accurate and not a result of error; (5) describe, at a high-level, any SOPs associated with legitimately-recorded wages of young children that involve performed work that may be inconsistent with federal or local labor law, including any obligations SSA has to report this information to relevant agencies and/or a plain language discussion of the relevant assurances of confidentiality.

Abstract:
To ensure we credit the correct person with the reported earnings, SSA verifies wage reports for children under age seven with the children’s employers before posting to the earnings record. SSA uses form SSA-L3231, Request for Employer Information, for this purpose. The respondents are employers who report earnings for children under age seven.

When we last cleared this IC in 2019, the burden was 1,971 hours. However, we are currently reporting a burden of 772 hours. This change stems from a decrease in the number of responses from 11,823 to 4,633. There is no change to the burden time per response. Although the number of responses changed, SSA did not take any actions to cause this change. These figures represent current Management Information data.
